All of my clients are running Windows 2000 or Windows XP. Do I need to
"activate" my TS for licensing puposes? I am issuing temporary
licenses. When I start up the "Terminal Services Licensing" app, it
shows me these 2 catagories:

Existing Windows 2000 license:
type=builtin
total=unlimited
available=unlimited
issued=0

Temporary Licenses for Existing Windows 2000 license:
type=temporary
total=<blank>
available=<blank>
issued=38

I have 2 clients that cannot connect to my Citrix servers with the
error "The Citrix server is not available" and I do have a "The
terminal server cannot issue a client license" error message in the
logs.

I restarted the service and I got:

"
Terminal Services Licensing on server LIMS-CITR2 has not been
activated. Terminal Services Licensing will only issue temporary
licenses until the server is activated. See Terminal Services
Licensing help topic for more information. "

Which is why I am asking. I am just trying to eliminate possibilities.

Yes, you must activate the TS Licensing Server.
