Cisco VPN issues (with or without SP2)

I'm trying to connect to a city's intranet. User is in Sac. Old computer
could connect with ver. 3.6.3 (client provided s/w). Recently upgraded, and
upgrade could not connect.

old computer= XP SP1, cisco vpn 3.6.3

upgraded computer= XP SP2 but firewall off, cisco vpn 3.6.3, 4.0.3, 4.6
(clean uninstall before next version)


Also received error in log:

1 01:38:20.298 07/02/06 Sev=Warning/2 CVPND/0xA3400015
Error with call to IpHlpApi.DLL: DeleteIpForwardEntry, error 87

I can ping the host that I connect to via vpn, but can't ping the private
address to where the website resides (10.x.x..x). I do get a 10.x.x.x
address, but gateway is our default gateway, which is also a 10.x.x.x subnet.
