Cipher keeps going to zero when I try to install Norton anti-virus

I keep having to do the re-install in place upgrade of
Windows XP to fix IE6 cipher to 128-bit after I try to
install Nortons anti-virus. Can anyone please help me
with this?!! I have been going through this for days.
 
All previous virus software has been removed. I have
tried several times to install Norton's and each time it
rolls back and gives me an error. Then I check my IE6 and
sure enough, the cipher and everything is blank in about
IE under Help menu. I have to do the upgrade install of
Windows XP and then get the updates. Then it is fine
again. Then I will try to install again. Same thing.

I had McAfee before and I had this problem with IE6 6
days ago. I figured it must have been a virus and McAfee
wasn't picking up. I thought I would try Nortons, but I
can't get it to install and still have problems with IE.

Are you using the latest version of Norton Anti-Virus? NAV uses some of
IE's libraries, I think to present its windows. Could be an old version
is trying to install old IE library files. If you don't want to get the
latest version, have you just tried reinstalling IE after the NAV
install (i.e., have IE step on whatever NAV stepped on)?
