Choppy video

My video from my DVD (Sony DVD/CD+-RW combo) is choppy. I was told I only needed a 300Mhz to run DVD and I am running a 450 Athalon, 256 MB PC133 RAM, GeForce 4 MX 440 64MB DDR video card. Is this not sufficient to run DVD's or did I overlook a setting somewhere? I appreciate any help.
 
Those are the minimum requirements but I would definately recommend a
beefier machine.

As I have upgraded over the years, I have noticed that DVD video has been
progressively better as I sequenced to each faster/more powerful machine.
