choose RESTART when System is LOCK, how?

hi
i want choose RESTART when my system is LOCK.
how i can do that?
because when systen is Locked i cant choose anything without UnLock.
 
For security reasons you cannot reboot the system while it is locked.

This can be disabled through gpedit, but why would you want to reboot a
locked system? You will lose any open work if you force the reboot.

ok, i am install some application on WindowsXP, this application working
automatecally when windows On.
and make small application can log-on Auto, then running application, then
lock system.
all that without any user, some time i need user to make restart ststem to
refresh but i dont gave this user any account.
thats why i need user run (or press) restart only, and user cant see desktop
of locking system.

Hmm. You can remote into the system and force a reboot using "shutdown -r"

Playing with gpedit I can find an option to allow undocking a laptop without
logging on,but I can't find an option to allow reboot without logging on.

The bad news is that there isn't even any mention of this topic in the MSKB
which means it probably cannot be done.
