I missed one step in Outlook.
You need to change your default encoding for your outgoing email to
Traditional or Simplified Chinese. In Outlook 2002, it's
Tools>Options>Mail Format. Click the button International Options and
change the Preferred encoding for outgoing messages.

| Have you also enabled East Asian Languages support under Windows XP?
If
| not, you can add it through Control Panel>Regional and Languages
| Options>Languages. Make sure you have the Windows CD ready. After
| reboot, and the characters are still not displayed properly, go back
to
| Regional and Language Options again and this time go to Advanced page,
| select your default Chinese encoding. Unfortunately, you can only
| select either Simplified or Traditional, not both.

| Another issue with this setup is that some program installers
| (especially Windows Installer) mistake your Windows to be a Chinese
| version and use Chinese Language during setup (if available).
