Chinese PenPower

I have a Penpower touchpad for inputing chinese characters (actually a
handwriting pad). when i insert the USB in, i hear the sound that a new
hardware has been recognised, but nothing shows up saying if its installed. i
cannot work the touchpad, can anyone help? anyone know of drivers for basic
handwriting pads?

Does the name of this gadget hint that it needs an external power adaptor
( no power = no pen ) ?
