how can i creat a new child domain form existing domain but with new

THis is too vague a question. If you're trying to create a child domain,
whether local or on another subnet, you need to make sure the machine you
are tring to promote is only using the DNS server the parent domain is
using. If on a different subnet, as long as there are no firewalls or NAT in
the way, and you have complete unhindered communication, then all should be
ok. Do not use your ISP's DNS addresses or that will cause other problems.
