Child Domain will not replicate

I have set up a child domain that will be used for RAS access.

Now the DC will not replicate with the parent. The error is that access was
denied. I am able to replicate from the parent to the child but not the
other way.

I am new at AD.

We are trying to allow students to VPN into our network to use our IP
addresses to access Internet research databases.

Have you installed the Support Tools and looked at dcdiag /c /v as well as
repadmin /showreps /v and repadmin /showconn?

Also, what NC(s) is/are not replicating? There are three NCs that
replicate: the Schema NC, the Configuration NC and the Domain NC. In the
case of a parent / child set up then the first two ( the Forest-wide NCs)
will replicate to all Domain Controllers in the entire Forest. However, for
the Domain NC only DCs in that Domain will replicate ( so, the Domain NC for
parent.com will replicate only amongst the DCs in parent.com and the Domain
NC for child.parent.com will replicate only amongst the DCs in
child.parent.com ).

I ran the programs a found that with the primary test, testing server I
receive a 8453 error when replicating from the 2 DCs of the parent domain
the rest of the test were all passed.

Any other suggestion?

When a clients try to connect through the VPN they are denied access because
of ID or password verification.

The VPN is through the child domain.
