Child Domain Creation without giving Enterprise Admin

I am looking for a way to allow someone to add a child domain with out
giving that person Enterprise Admin access. The domain will be overseas and
will not have any DCs in the my office.

Is their anyway to pre-create the domain so he can install the DC's?

To change the question a bit- is it not acceptable for you to install
the DCs, thus creating the domain, and send them to him? Or at least
one of them?

Thanks for the reply.

It is a bit tricky. They are a child company with their own venders and
server builds. They would have to order the server, build it, ship it here
then we would have to DCpromo it, and ship back. This is all over seas, and
would lengthen the process considerably.
