Why is it you can't use Windows Mail to check hotmail emails?

Windows Mail does not support Web-based e-mail accounts.
Please read the following:

Consider downloading and installing Windows Live Mail....it handles Hotmail
and will eventually replace windows mail.
Still beta but usable.......search Google for link or look in this group for
many references to Windows Live Mail.

A side question.
(maybe dumb)
Qwest advertises the inclusion of "Windows Live" with their internet service
pack. I see here what Windows Live Mail is capable of. I use Outlook but a
friend just got a new computer with Vista and Windows Mail. (It
conveniently included all the problems listed in this Newsgroup) She is
contemplating switching to Qwest for other reasons.
Getting to the question
When I do a search on Windows Live I get several Windows Live XXXX, Mail
being one. Are these all different programs or subsets of one. The same
shows when I try to find a newsgroup under msnews.microsoft.com.

What was called "Windows Live" prior to May 30th is now called
Windows Live Hotmail. It's still webmail only.
