Chart Bug?

I am having a serious issue while plotting charts. Using Excel XP.
Every once in a while I am unable to print the correct graphs. This is
what I'm doing:
1) I have the data in the correct columns.
2) I select the 3 columns and using the chart wizard I create a
scatter plot.

This is where the problem occurs. I was expecting that the leftmost
COLUMN will be the x-axis by default but whats happening is that the
first ROW is the x-axis! and in the process it messes up the whole
plot.
I am forced to manually set the values for the axis to get it right.
As all this is being automated and happens once in a while I was
wondering whether its a bug? Any thoughts/suggestions?

That's not a bug. Excel's trying to guess what you want.

If the selected range is taller than wide, Excel lots series by columns.
This is your default case. If the range is shorter, Excel plots by rows.
If it's 3x3, Excel also plots by rows.

When you get to step 2 of the chart wizard, select the By Columns option
to override the default.
