Changing where the "To" Field Looks

Using outlook 2002/XP with exchange, how do I change
where the "to" box shows names from? I want to use a
public folder rather than the global list. I'm certain
that I have done this previously with other versions.

Assuming the public folder is already set for display in the OUtlook Address Book:
