changing time without admin rights?

Is there any way to change the time in Vista Business without admin rights?
This seems like such a no brainer that users will need to change/correct
their clocks from time to time in addition to having auto scripts set the
time at login. But with this admin rights restriction, I would have to give
users admin rights or an admin user account info JUST to change the time?
Sounds like a pretty lame security measure! That same admin rights and/or
account will allow my users to add/remove/change programs at will regardless
of whether its been tested or authorized by the office!!! Which defeats one
of our primary security protocol!! Maybe there's a way to allow this change
of time without admin rights that I don't know of?

Windows automatically synchs its time between all computers in the
network using the Windows Time service. I don't know off hand how the
"master" clock is determined if there's no internet connection,
though.
