Try the following...

Open a folder that contains images and go to...

Tools / Folder Options / View tab...

Left click the "Apply To All Folders" button...

You will see a dialog box asking if you wish to...
"Set all the folders on your computer to match the
current folder's view settings"...

Left click the Yes button / OK...

Also...if you right click a folder and go to...
Properties / Customize tab...you will find some
options that may be useful.

Open your folder, select the view you want.
Click on Tool on the top bar
Click on the View tab
Scroll down and check the box "Remember each folder's view setting. Click
OK.
Close your folder and open it again. It should open in the view you
selected.
Anytime you open another folder and set any view you want, it should then
open with the last view you selected.
