Changing the default account lockout message

Does anyone know if there is a way to change or customize
the default account lockout message?

It is not possible through supported methods.

I believe you would have to write a new msgina.dll to change that message.

But that would only get the interactive logon message, not the messages given
through various other means such as net use, etc.
