"Folder options" not 3rd party software.
that's a little hard to believe, it's near unreadable in high resolution.

no. Dialogs are usually hard coded.

Im trying to customize my desktop for work in 1600X1200 resolution .
I can resize all fonts I need in Display properties--> apperance -->
Advanced ..
except the text size in dialog boxes stays the same and is way too small in
this resolution.
Does anyone know where do you change that?
