Changing Start up programs

Good Day Group!
I'm trying to find out how to change some of the startup programs. Whenever
the users logon; yahoo messenger, XP Pop-Up Blocker, and Messenger Blocker
always start up. I don't mind it for myself, but I was wondering if there
was a way to stop it from starting up on the other users without affecting
me, since I'm the systems administrator.

Typing:MsConfig In run gets you start-up controls.
What is a messenger blocker?
If youre trying to unable messenger from running use the
options selection in win.messenger.
XP pop-up blocker? Set internet options privacy&
security to default(med.).
