Changing start up programs

My friend's computer is windows 2000 (mine is xp) When
she turns on her computer it takes forever because it is
running multiple programs in the background..My question
is this....I'm trying to help her, but access to the
System Configuration Utility (the way I fix this problem
with my window xp) is not the same with Windows
2000...with windows xp I click start....run....then type
in msconfig....then go from there

Can anyone help me?
