In MovieMaker you can apply a slow-down effect to a clip, but this is
limited to multiples of 2 (i.e. slow down half, slow down quarter, etc.).
You may need to use some other software (such as Premiere) for finer control
over clip speed. I don't know if Avid Free DV (www.avid.com) has finer
control. I downloaded it but I've never actually tried it!

There are several ways to apply an effect, this is just one of them. (By the
way, I'm typing this from memory as I'm at work and don't have MM2 here!)
Drag your clip to the timeline, then right click on it and select Effects.
From the new dialog box select the effect you want (slow down half) and
click the button to move it into the right half of the box. This will apply
the 'slow down half' effect once to your clip. To slow down by half again
(i.e. one quarter overall) simply add the effect a second time so that it
appears twice. Then click okay and your clip speed will be adjusted.
Hope this is correct - as I said I'm typing it from memory!!
If the link wraps at the end of the line you'll have to copy and paste the
whole URL into the address bar of your browser.
If 64% is the right speed to convert your 17fps film to 24fps or 30fps then
using the above customisation I guess you'd want to use a value of 0.64 as
the slow down parameter.
I haven't tried any custom effects myself - so good luck!
I tried creating a custom speed change effect and it works fine. That'll
work great when bringing in a batch of images to play in reverse sequence,
to get the exact speed needed.
