Perhaps I'm misunderstanding your question.
You can certainly change the IP address that your computer (the DNS client)
is pointing to for DNS (primary and secondary) manually in your TCP/IP
settings.
If you're changing the IP address of your DNS servers, you will need to
update the clients to point to the correct DNS server.
