Has anybody had luck in making permanent changes to the recycle bin
icons with XP Home, SP1? If so, how did you do it?

Have you tried - right click on the desktop, select properties, select
desktop, click on customize desktop?

You should be able to change desktop icons IF you have a theme loaded
and setup properly. If you're not using themes, do a Google search
for the free DLL replacement for "uxtheme.dll". Once you have loaded
this DLL in place of the one in c:\windows\system32 it will allow you
to install and use the many free themes available on the web.

I just tried this and no joy. FWIW, I'm fairly certain I've found a
reproducable bug in WinXP related to the recycle bin icons. I'll post
details if anyone is interested.

Please do that.

OK, here goes:

I've found a reproducible bug in Windows XP, SP1 relating to the
recycle bin icons. The problem is that changes to the icons do not
"stick", instead they revert back to the default icons (shell32.dll,31
and shell32.dll,32) after a period of time. To reproduce this
problem, first assign new icons to the empty and full recycle bins as
follows:

- Right click on the desktop.
- Select Properties.
- Click on the Desktop tab.
- Click on the Customize Desktop button.
- Click on the (full) recycle bin.
- Click on Change Icon.
- Assign a new icon to the full recycle bin.
- Click OK, OK, Apply.
- Go through the same steps to assign a new icon to the (empty)
recycle bin.
- If the new icons are not yet visible on the desktop, right click the
desktop and select Refresh.

Now save your current desktop to a "theme" as follows:

- Right click on the desktop.
- Select Properties.
- Click on the Save As button.
- Call this theme "IconTest.Theme".
- Click Save, Apply to ensure that the IconTest.Theme is your current
theme.
- Reboot your system, the desktop recycle bin icon should be as you
before the reboot.

No problems yet, but now things get interesting.

- Right click on the desktop.
- Select Properties.
- Click on the Desktop tab.
- Click on the Customize Desktop button.

You'll note the default recycle bin icons are again shell32.dll,31
and shell32.dll,32. Do nothing with this now and back out of the
properties menu, then:

- Right click the desktop.
- Select Refresh.

You'll note the desktop recycle bin icons have reverted to
shell32.dll,31 and shell32.dll,32! Now to make things more
interesting:

- Right click on the desktop.
- Select Properties, you will see that your IconTest.Theme is the
current theme, although the lower right part of the menu is showing
the default recycle bin icon.
- Click the drop arrow to the right of the theme drop box.
- Select IconTest.Theme.
- Select Apply.

Your theme has the correct recycle bin icons again, although when you
reboot things will go haywire again.

Note that I did try the patched uxtheme.dll fix but this made no
difference. If there is a fix for this problem, I'd appreciate
someone telling me,

Hello Kelly,

Line 175 is not applicable to this problem. Line 158 was, but after
using this .reg to change the icons, they reverted back to the default
just as they have always done! :(

Thanks for the try, Bill

You can use WinPersonalizer v5.1,It can restore recycle bin icons to
Windows Default.

Bill, this seems to be a bug created from one of the recent updates to
Windows XP. And it affects not only the recycle bin icons but also the My
Computer icon and My Documents icon. It also affects the names of these
icons! I tried changing the names of My Documents and My Computer to
Documents and Computer and after a while (even after just refreshing the
desktop manually), it changes all the icons and names back to the way they
were.

If you make your desktop changes to the icons and then save it as a theme
(I'd never really gotten into that before) then when you go to reapply the
theme your icons will go back to what you had changed them into. It's a
glitch that I also noticed in Windows Server 2003. Hopefully this will be
fixed with an upcoming update or at the latest, Service Pack 2.
