I'd like to alter the permissions on all of our terminal
servers (remote admin mode) to add a group to those which
are already there. Can someone point me to the object I
need to manipulate to accomplish that? I tried looking
for a GPO first, but found nothing there.

Which permissions? If you mean NTFS permissions, checkout xcacls from
the Resource Kit.

I mean the permissions visible when you open Terminal
Services Configuration/Connections/RDP-Tcp
[properties]/Permissions. Is that an NTFS perm I can
change with XCACLS?

No. NTFS permissions are NT File System permission.
