changing permissions

Hope this is the right group. I have inherited a database
created by someone who is no longer employed with the
company. She had created an admins grouup about which
nobody here seems to know anything. Is there anyway to
change "ownership" of the admins group and or create new
groups and assign new permissions to users. What is
happening is that I am trying to export an excel file to a
table in access but although when I check it says I am the
owner of the database, I am getting the following error
message "Record(s) cannot be read; no read permission"
Looking for any help suggestions

Are you appending data to an existing table, or are you creating a new
table?

First, ensure that you are joined to the workgroup that was used to secure
the database. If this is an existing table, then try to open the table that
you are trying to append the Excel data to. If you receive the error
message, "Record(s) cannot be read; no read permission," then ensure that
your Access user account has permission to read data in the table that you
are attempting to append the Excel data to.

Select Tools menu -> Security -> User And Group Permissions to open the User
And Group Permissions dialog window. Select "Table" in the "Object Type"
combo box. Scroll down in the "Object Name" list box and select the name of
the table. Select the "Groups" option to view the permissions set for each
group. Select the group name that you want to ensure has "Read Data"
permissions. If this group doesn't have "Read Data" permissions for this
table, then you need to decide whether to grant this permission to all
members of this group or whether your user account needs to be assigned to
one of the groups that does have this permission.

However, if your Access user account belongs to one of the groups that has
"Read Data" permissions on this table and you are receiving the "Record(s)
cannot be read; no read permission" error message when you either try to
open the table or append data to it while logged in as this user, then the
database file is probably corrupt.

If you are creating a new table for the Excel data, then your Access user
account needs to belong to a group that has appropriate permissions for <New
Tables/Queries> in the "Object Name" list box. Please see the instructions
in the previous paragraphs for checking and granting these permissions.

Yes (I have tried this on a home computer and it works
fine so I thought that it would work here)

What I have found out is that groups were created for a
specific data base and I am a user in that group - nobody
here seems to know who has the admin rights to change
permissions etc. I have checked our tech support but
without success. What they suggested though is that I
open the new data base on my hard drive. I did this and
got "Record(s) cannot be read; no read permission on
MSysAccounts." It show me as the current owner of the
database (on my hard drive)

Any other suggestions
