changing password upon booting

While booting XPe on a HP thin client a logon window appears saying the user
must change their password. After entering the old passowrd and new
passoword for the user the system says the user does not have permission to
change thier password and takes the user back to the change passowrd screen.
the only other option is cancel and this closes the password change dialog
box and only a blue screen remains and nothing furthur appears. Restarting
the system starts the whole thing over again.

Anyone have any ideas? I have tried using the Administrator and password
and the password change is successful but still doesn't launch XPe fully.

You're going to have to contact HP for support on their particular image.
