Changing Password on Terminal Server 2000

Hello,

I have a few users that want to change their passwords before they expire.
However when they do a CTRL+ALT+DEL they get their local password to change
not the Terminal server. How do I tell the Terminal Session to perform a
CTRL+ALT+DEL
