Changing over to a new PC

My old PC died, totally. It's history. I replaced the PC so now I've got to
activate the software (XP Home) again on the new system. How? XP will tell
me this serial number is already being used on another PC, MS are telling me
"No charge support is not available from Microsoft" and I should contact the
manufacturer, and the manufacturer is telling me to contact MS!!! I've got
23 days left to activate XP again. Please help!

You have a couple of issues here.

First, you should select the option to activate by telephone which is available when you first start the activation wizard. You should not be calling a technical support number. The toll free number will be displayed on the activation window as soon as you select which country you are calling from.

Second, if this copy of XP came pre-installed when you bought your previous computer, then it is an OEM version and the license cannot be transferred to another system.

The status of your old system is completely irrelevant. You have an OEM
licence and OEM licences are *NOT* transferable, the licence lives and dies
with the system it was purchased with (though you'd have known this had you
bothered to read the EULA). If you want XP on your new system you're going to
have to buy it again.
