Changing my language settings

I live in Japan and I recent bought a computer with
Windows XP Home Edition installed. The trouble is that all
the control panels and prompts are in Japanese. Is there
any way to change this?

No. You have to uninstall Windows and clean-install the
English-language version of Windows XP.
