I'm replacing my motherboard. Is there any way I can do
this without formatting and reinstalling all my software,
including XP?

OK ,YOU can change it as you like .
XP will detect new devices for you .
but maybe xp will not work with stability.

Normally, unless the new motherboard is virtually identical to the
old one (same chipset, same IDE controllers, same BIOS version, etc.),
you'll need to perform a repair (a.k.a. in-place upgrade)
installation, at the very least:

How to Perform an In-Place Upgrade of Windows XP

As always when undertaking such a significant change, back up any
important data before starting.

This may also require re-activation. If it's been more than 120
days since you last activated that specific Product Key, you'll most
likely be able to activate via the internet without problem. If it's
been less, you might have to make a 5 minute phone call.

You can do a SYSPREP (see tools from the Deploy.cab) before removing
the old m/b and installing a new one. This will strip the old drivers
before the hardware change and force XP to look for new hardware when
you boot it up.

Booting off the XP CD and doing a Repair install can also do it but it
may not work in all cases (it didn`t work when I tried it).
