Friend of mine asked me how to change a screensaver file
(.lnk) to a moving picture to put up on a website (.gif).

Any ideas?

A .lnk file itself isn't a screen saver, it's a Windows shortcut. The file
extension for Windows built-in screen savers is .scr.

Posting someone else's images on a public website without permission may be
illegal if they're copyrighted.

Having said all that:
IrfanView's timed screen capture can take a snapshot of your screen and
save it to a gif file, auto-repeating at whatever interval you like.

Unfreez can convert those individual gif files into a single animated gif.
