Is there a way to change languages for Windows XP after it
has already been installed? My friend has an HP Notebook
with Windows XP but he only speaks Spanish and needs to
change it if at all possible.

One cannot change the basic language of Windows XP.
You'll have to purchase the "full version" of Windows XP
in your desired language, reformat your hard drive, then
install the new language version "clean".

Cannot Upgrade or Install a Different Language Version of Windows XP
