changing language of the oparating system

I'm polish and I live in england. I have bought a computer for my brother as
a present. unfortunately he doesn't speak english. How can I change the ope

In Vista Ultimate you can download extra language packs. Unfortunately if
you have Vista Home then you are out of luck.

The article is incorrect, it does not apply to all versions. That option -
Display Language - will only be available in Ultimate.
