If your Vista version accepts MUI packs then you can add the English MUI
download to your existing installation. This will not affect your keyboard
settings. In Control Panel, you can change your user interface language
without changing anything else (and vice-versa).
If you do a new install of an English language version of Vista, the default
keyboard setting will probably be US, though I don't know if there's a
version that defaults to English (UK) for the European market. I think you
can set the keyboard layout near the beginning of the installation process.
If you can't, or if you forget, then you can still change it later. In
Control Panel, you can change your keyboard layout without changing anything
else if the keyboard layouts are "close enough"[*] and you don't use text
services.
[* If you need to input Japanese and your keyboard layout isn't either US or
Japanese then you'll have problems. If you need to input Japanese and your
keyboard layout is US or Japanese then you might have to change the driver
in Device Manager besides changing the layout in Control Panel.]
