changing keyboard language

how do i change my language of my keyboard. I have an english version of
windows XP my regional language is english canada and i am trying to use my
keyboard and some keys are french. I cant use the apostrophe or question mark
keys..can anyone help
 
Have you tried this: Start > Control Panel > Date, Time, Language, and
Regional Options > Regional and Language Options > Languages > Details
and there add a language?
