Changing IP Address

I am set up and using the Remote Desktop application successfully. Things
work fine until my IP address changes. Is there a program (preferably free)
I can use that would eliminate this problem.

No...

Your IP address changes because you don't have a static IP address. You'd
have to get that changed through your ISP. (It'll cost more).

Otherwise look into a dynamic DNS setup.

You might want to look into signing up for the free dynamic DNS
service available at www.no-ip.com. It runs in the background on
the remote computer and updates the ISP assigned address on a
regular basis. Take a look here for more info:
