Changing 'Internet Options'

When I click 'Internet Options' in IE, I get a message "This operation has
been cancelled due to restrictions in effect on this computer. Please
contact your system administrator".

I had a virus that kept changing my Home Page. Somewhere I clicked a button
not to allow my Home Page to be changed. I can not find this agian.

I want to change my Home Page, but I can not.

I can access 'Internet Options' thru the Control Panel; but it won't let me
change my Home Page. The address area and buttons buttons below are 'shaded'.

Any help would be very much appreciated. Thank You!
