Changing file in System32

I have a file in the /windows/system32 folder that has zero bytes. It is
SLWGA.DLL and appears to be needed for the Desktop Windows Manager.

I have another copy of SLWGA.DLL from another computer and was going to
replace the bad version. However, when I delete it the machine says I do not
have enough rights - the destination folder will not permit it (and I have
tried to move it somewhere where rights are not restricted.) I am logged in
as administrator (and the only user on the machine.)

1. Is there a better way to fix this?
2. How can I replace this file - why am I restricted from deleting it?

You're not going to be able to delete that file, here's what that file name
is....SLWGA.dll stands for "Software Licensing Windows Genuine Advantage" and
is responsible for making sure you have a legit copy of Windows. It's a
PROTECTED system file and therefore is undeletable.
You also cannot use another slwga.dll from another machine, for rather
obvious reasons...
What caused you to focus in on this file anyway?
Did you recieve an error message regarding it, and if so, what were you
trying to do and what did the error message say?
That particular file has nothing to do with Desktop Window Mgr, but it also
shouldn't be a zero byte file either, unless you've never had your Windows
version legitimized.
