Changing DNS and WINS with a program

Hello, everyone.

The computers in my organization are configured with
static IP address, DNS and WINS (we don't use DHCP). For a
contingency matter, I want to create a program that
changes the WINS and DNS configurations.

Is there a registry in regedit that I can change to do so?

This program would be executed by users when neccessary.

You cannot change your network settings while you're logged on as a
user. Only administrators are allowed to do that. Hence your program
would have to be run under an administrative account.
