Changing Desktop

I know, something that should be simple. But got some reason I can't set a
picture or anything as my background. It won't let me select anything in the
Desktop properties tab. All I can do is change the friggin' color.
 
I am having the same trouble. I have contacted the manufacturer of the
computer (DELL) and they are scratching their heads as well. Supposedly they
are going back to Microsoft to diagnose the poblem. I will let you know if I
hear of anything.

a) Registry fix-Automated :

b) Manually (XP -Pro) :
1. Start > Run > gpedit.msc
2. Under User configuration > Click [Administrative Templates\Control
Panel\Display\]
3. There will be a value named "Prevent changing wallpaper" > Set it to
"Not Configured"

c) Manually (XP -Any) :
1. Open Regedit
2.
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
3. Double click the value named "NoChangingWallpaper" > Set it to 0
4.
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop]
5. Repeat Step 3

Thanks you aloy Ayush. I found out that it was due to spyware I had taken off
my computer. The very last method had worked for me.
