Changing Desktop Icons

XP won't let me change an icon on the desktop. After selecting a new icon and
clicking Change Icon, the old icon flickers for a second and reverts to the
original.
Any help appreciated.
 
Which icon? Some system icons will revert back to default.
Shortcuts can be changed.
