Changing default Windows language?

I just acquired a IBM notebook with XP pro preloaded. Someway the language
setting is Dutch -I live in Holland- but I want it to be English.
Whatever I try, it remains Dutch.

Anyone knows what to do?

One cannot "change" from one language version of Windows to
another language version. You'll need to purchase a "full version"
of Windows XP English and then perform a "clean install".
