Changing boot sequence

If deleting C: is the issue,install xp cd,boot from cd,
recovery,just press enter if asked for password,at rec-
overy type:FORMAT C: /FS:ntfs
ntfs being the fs,for fat,its probably /FS:fat32
Usually to the edit start-up options,as computer starts
tap the esc key for the menu.

Unfortunately, I don't have XP CD.

Don't I need to do something with my drive F so that the machine can
boot from it? On drive C I have special files like BOOT.INI and such,
which set up the boot sequence. I don't have these files on drive F.

I am worried that if I format C then I won't be able to boot my
machine from drive F, but only from boot diskette.
Any ideas?
