Changing Blinking Color of New IM/In Taskbar

I'm sure pretty much everyone has used AIM, and when you
get a new message you can choose for the box to blink
yellow to alert you to the new message. Is there a way to
change this color? Although this is not limited to AIM's
boxes, the blinking occurs for other programs, under pop
up ads, etc. Thanks.
