Changing backgrounds with cookies?

I'd like to create a site that 'cycles' the background image based on whether
the browser has seen that image before. I assume the route for this is a
cookie but I don't know a thing about them or whether FrontPage supports the
creation of cookies. Any ideas?
 
You would have to use/learn JavaScript to create the cookie.
