Changing background color on a design template

When I select a slide design, go to color schemes, and select a different color scheme, the font color changes but not the background. I have selected many different slide designs and the many different color schemes available with them. What do I need to do that I am not doing? Thanks

Is the background a "graphic images" as opposed to just a "color" ?

It is not a graphic image

I have found that I can do the color change on slide designs that came with the Powerpoint 2003. What I can not change is the slide designs I downloaded off the free powerpoints on the Microsoft web page yesterday. The color schemes that go with the slide design come up, and the font colors change when I try to change to a different format, but the background color does not change from the original color even though the schme change indicates that it should. I have also tried to edit the color scheme of the background manually or in the custom mode. The background color will change on the indicator, but does not change on the poweripoint when I apply it. Thank you.

From your reply, it leads me to believe that the background is a graphic image, that has been placed as a "background"
using.

Format > background > fill effects > picture

Have a look to see what you can see.

Our of interest...what is the file called on the microsoft webpage. I'll have a look

If the background isn't a picture, is it set to a specific colour? I
think that this will also prevent the colour scheme from changing it.
Make sure that the background colour is set to "Automatic".

Hello,

Many of the designs available for download are provided as samples from 3rd
party vendors and not created by our internal PowerPoint team. Except for
a few exceptions, the designs created by Microsoft are authored in a way
which allows the background to change color when the background color
scheme color is changed (such as when changing color schemes)

If the slide master for the design contains an image or background fill
effect which is an picture or other fill effect which does not use the
color scheme, then changes to the color scheme will have no effect on the
background.

One way to trick even these "dumb" designs to change when the color scheme
changes is to overlay the slide master background with an unframed
rectangle shape which is filled with the color scheme's background color
but with some level of transparency (so that the original background is
still visible) which results in the background being "tinted" by the color
scheme's background color. Now, when you change the color scheme, the new
schemes background color becomes the tint which is applied (overlayed) to
the slide background.
