This would depend on the effect. In some cases, you can fake some changes.
For instance, you can make an object crawl across the bottom of the screen
faster, by increasing the distance it has to travel. But in general, no.
In PowerPoint 2002 and 2003, animation timings are infinitely variable and
can animate with other animates. It is worth the upgrade to the newer
version.
