Changing a new Hard Drive

Hi there:
I have an old PC with 1GB hard drive!!! 100Mhz
processor!!! and with 40MB of RAM!!! (great PC at that
time). The PC would only boot up in safe mode now, due to
some missing files that windows requires to boot up
correctly. I want to install a bigger and new hard drive
and install win98 (which it currently has). I tried to
make a bootable disk from it but it won't let me due to
the missing files. What can I do to install my new hard
drive and how can I do it? Do you have a step by step
procedure?
This would be my niece's PC now.

Thanks for the info about making a bootable disk.
Now, how can I install my new hard drive on that PC?
