Changes to the Quick Launch Bar do not remain after reboot/logoff

When I make changes to my Quick Launch bar, trhen reboot or log off and back
on, any changes I make to the bar are lost (rearrange, resize, and add or
remove icons
 
I have experimented and discoveree I can make NO CHANGES to any part of
the Task bar, including locking it. FYI, I have XP Service Pack 2.
 
Also, changes to the Desktop, do remain, and going to classic start menu mode
does not help.
 
What determines the configuration of the QuickLaunch bar? Where are the
settings stored? Can these be "locked?"
 
This is still r9thlife, btw.

When I created a new user, and then switched to the new account, the changes
to the Quicklaunch bar of the original (Owner) account would remain when I
switched back to it. But when I log off or restart, everything returns to
the last settings before I created a new account. I can make changes while I
have Owner active, but they are lost when I log off and back on. Its as if
there is a "snapshot" of the size and order of the quicklaunch toolbar for
the Owner account that cannot be changed. If I delete all the icons in the
Owner Quicklaunch directory, the bar will be blank. But if I copy them back,
then reboot, I am back where I started.

It is not losing which icons are there, only their order on the bar and the
size of the bar. Where are these settings saved?
 
If newly created user settings are okay, delete both original account and
its files after backup and recreate this account.
