Here's a difference in Vista I've not seen discussed. Venerable Notepad has
been changed so that it will not save XML files anymore- at least not anyway
I've found. I learned this because there is a game I installed on Vista that
contains an XML file that I have previously edited and saved with Notepad on
XP to (ahem) allow me to cheat. When I tried to edit the same file under
Vista, Notepad opened the document but would not save it. I got around this
by copying the file to a thumbdrive and editing it on my XP machine then
brining it back to my Vista machine. I don't want to lose my cheats
afterall!

Hi,

I just created and saved an xml file with notepad.
1. I opened Notpad from Start Menu
2. I typed some XML.
3. I did a save, choosing Save as type = All files, and I typed FooBar.xml
as the name, and then I clicked save. No problems.

4. I double clicked the file that showed up with an XML icon, and IE opened
up it's XML tree (after I allowed the ActiveX control).

5. I right clicked the file and chose Open with > Notepad.
6. I edited the XML
7. I tapped Ctrl-S to save
8. I double clicked the icon and IE opened with the new XML tree.

It seems your problem is something other than Notepad. Maybe permissions?

I checked it too... opened an xml file with Notepad, edited it and saved....
no issue.

you dont even have to change it to "all files". just simply type the entire
name of the file, including extension in double quotes... but yeah, i can
create, edit, save, xml just fine

The file was probably read only and so you couldn't save it back with the
same filename.
