changed FSMO roles now cant change time server

Hello..I just successfully change all the FSMO roles from an older DC to a
newer one. Now that I am about to decommission that server I cant figure out
how to stop it from being the master time server for the domain.

I have tried the net time setsntp: tick.whatever on the new DC but it doesnt
seem to take. Is there something else I need to do to make sure that the new
DC is the time server for the Domain? Plus how do the clients know that
there is a new time server?

The PDC should, by default, be the time server for the domain as outlined in
the article below:
216734 How to Configure an Authoritative Time Server in Windows 2000

This may work itself out once the old server is demoted or decommissioned or
you can follow procedures in the article to configure the authoritative time
server.

I already followed this article and i already demoted the DC.. any ideas.
This is really screwing thins up.. GPo is not getting appled becasue of the
time sync i believe now
